Board Members

Eng. Prof. Ninatubu Lema - Chairman

lema2Eng.Prof. Lema is a Civil Engineer and a Project Management Expert with local and international experience in the management of civil engineering projects. He holds BSc. Eng (1st Class) Honours degree from the University of Dar es Salaam, MSc and PhD in engineering from Loughborough University in United Kingdom. He has experience of more than 20 years in conducting studies in project appraisal, construction project planning, procurement, contract formulation and management, project performance evaluation and corporate strategic planning. He has organised and conducted more than 25 short courses for construction and related-industry practitioners both in and outside Tanzania more that half of which are on contract management.

A number of these courses have been tailor-made to address specific requirements. Prof. Lema is an author of more than 30 international and local technical publications, research and study reports. He has been lecturing at both undergraduate and postgraduate level on project management that in inclusive of project procurement. As a associate professor at the College of Engineering and Technology, at the University of Dar es Salaam, Prof. Lema has supervised to successful completion over 30 Masters Degree dissertations, two Masters Theses and four PhDs in Tanzania, South Africa and Sweden all of these in the area of project and procurement management. Prof. Lema is a visiting professor at the University of Botswana teaching Project Risk Management at postgraduate level. He is also a co-author of an ANSTI sponsored forthcoming book titled: “Fundamentals of Civil Engineering Construction Management”. Prof. Lema is a consultant to a number of public projects including the recently launched USA financed Millennium Challenge Corporation Projects. He is an adjudicator in a number of public construction projects.


Eng. Gema Modu (Mrs) - Vice Chair Person


  Eng. Dr. Gemma Modu holds MSc. in Electrical Engineering from the Technical University (TU) Dresden in Germany; and Doctorate inBusiness Administration (DBA) from Paris School of Business in Paris, France -a joint program with Galilee International Management Institute (GIMI) in Israel.

  Previously, she worked with Tanzania Electric Supply Company (TANESCO), in Dar es Salaam as graduate engineer (1990-1992). Also, she worked in the building industry as an electrical engineer under pupilage of reputable Consulting Engineers/Engineering firms in Nairobi, Kenya (1993-1996); also in the communication industry: Paging Services Ltd and Cellular Services in Nairobi, Kenya (1997-1999). In 2000, she joined Dar es Salaam Institute of Technology (DIT) as an Assistant Lecturer, servicing computer, electrical, and electronics departments. Also she worked as the coordinator for research and consultancy activities for Computer Engineering Department. She joined the National Council for Technical Education (NACTE) in 2003 as Chief Coordinator for Research and Consultancy.

  Currently, she is the Ag Director for Information, Research and Planning. She has experience of more than 10 years in planning and coordinating project undertakings on various aspects of technical education and training, including: labour market analysis/ occupational analysis through DACUM approach. These include identification of labour market needs as input to the design and development of training curricula that meet labour market demands as the basis for advancing the quality and efficiency of technical education and training in Tanzania. Also, she participated in planning, coordinating and supervising donor funded projects, including: Quick Win-World Bank, Nuffic, AfDB and EFE/ISTEP Projects funded by Global Affairs Canada.

  In addition to the working experience, she has attended various training programs, such as: Global Business Strategies (including business planning and management)-Galillee College, Israel; Project Monitoring and Evaluation, Procurement and Contract Management, and Financial Management-World Bank Program; DACUM Facilitation-Canadian Vocational Association; Collecting and Using Employment Statistics-ILO Program; and Australian Leadership Award Fellowships Program.


Eng. Paul Basondole - Member


   Eng. Basondole holds a Master of Science in Construction Management and Bachelor of Science in Civil Engineering both from the University of Dar es Salaam (USDM). He has also attended many short courses in project management, value-for-money and procurement audits, and FIDIC accredited courses in contract management and managing sustainable consulting engineering business. He is registered by the ERB as a consulting engineer, registered as a Professional Engineer by Engineering Institution of Zambia, Fellow - Institution of Engineers Tanzania (FIET) and he is its Vice President. He is also ERB Board Member.

    Eng. Basondole is academically qualified and professionally experienced in civil and building projects and management covering all project cycles of project appraisal, feasibility, design, tendering, construction, project completion and closure with 23 years of experience. Having graduated from the UDSM in 1993, he worked as Site Engineer on multi-million building projects between September 1993 and May 1998. He also worked as a Senior Construction Engineer and Team Leader in an assignment to assess completed repairs to flood damages on the Central Railway Line from August 1998 to January, 1999. From February, 1999 to date he carried out feasibility studies, detailed engineering designs, supervised as resident engineer, and conducted value-for-money and technical on civil and structural projects whose value is in the tune of T.Shs. 3 Trillion.

    He also has vast experience in carrying out procurement audits and has conducted procurement audits to sixty-four (64) public procuring entities in Tanzania which include six (6) ministries; twelve (12) government agencies; eight (8) Government Authorities; four (4) Funds; twenty (20) Local Government Authorities, three (3) Universities/Colleges; three (3) Regulatory Boards; and eight (8) Government Institutions.
Eng. Basondole is also a certified trainer of trainers and during his 23 years of experience he has mentored more than 50 graduate and junior engineers. Between 2000 and 2002, he conducted Review Courses, set and marked professional examinations, behalf of the Engineers' Registration Board (ERB) for practising engineers aspiring for professional registration.
During his 23years experience, Eng. Basondole has prepared more than 250 Expression of Interest Documents and developed about 200 proposals ranging from designs and supervision of civil and building projects, studies, technical and value-for-money audits and training.


Eng. Prof. Esnat Chaggu - Member


   Prof. Esnati Osinde Chaggu is a Registered Engineer with the Engineers Registration Board (ERB); holds a Ph.D. on Sustainable Environmental Protection (2004) from Wageningen University and Research Centre, The Netherlands; MSc. in Water and Waste Engineering (1987) from Loughborough University, United Kingdom and a BSc. in Civil Engineering (1983) from the University of Dar es Salaam (UDSM). Moreover, she holds a Post Graduate Diploma in Housing, Building and Planning (1984) from the Institute of Housing and Human Settlements (IHS), The Netherlands; certificates on Environmental Impact Assessment (EIA) (2000) from the UDSM, Ecological Alternatives in Sanitation (2002) from Kabale – Uganda; a Post Graduate Diploma in Architecture, Energy and Environment (1995) from Lund University, Sweden; a Certificate in Women Management Planning (Gender Studies) from the East and South African Management Institute (ESAMI) (1991), Arusha; and Certificate of Critical Path Method (CPM) in Construction Management (1985) from UDSM.

   Moreover, she has undertaken a number of researches, consultancies and published in the above areas. She is additionally currently teaching Water Supply, Sanitation and Hygiene (WASH) among others and supervises final year projects in the Departments of Environmental Engineering and Environmental Laboratory Science and Technology at Ardhi University (ARU). She is furthermore a member of Tanzanian Women in Science and Technology (TAWOSTE), Third World Women in Science and Technology (TWOS), Programme Co-ordinating Mechanism (PCM) Member of WASH of the Ministry of Health, Community Development, Gender, Elderly and Children MoHCDGEC). She has worked with Inter-Consult Consulting Engineers on design of structures (1983). 

QS.Samuel Nyantari Marwa - Member


An accomplished Quantity Surveyor and Advisor with a track record in project management, procurement, technical auditing, arbitration and international finance with over twenty eight (28) experience working with the government, international and multilateral institutions and the private sector.

He has a Master of Business Administration and a Master of Science in Finance from the universities of Birmingham and Strathclyde in the UK respectively, a Postgraduate Diploma in Computer Science from the University of Dar es salaam and an Advanced Diploma in Building Economics from Ardhi Institute. 

Marwa is a Fellow of Tanzania Institute of Quantity Surveyors (FTIQS), Member of Chartered Institute of Purchasing and Supplies (MCIPS) – UK, an Associate Member of Chartered Institute of Arbitrators (ACIArb) - UK, and a fully registered Quantity Surveyor with the Tanzania’s Architects and Quantity Surveyors Registration Board (AQRB).

Eng. Othman Sharif Khatib - Member


     Eng. Othman Sharif Khatib is a Professional Telecommunications Engineer who acquired MSc in  Telecommunications Engineering in Germany (Hochschule fuer Vehrkehrswessen Dresden),he has also attended and acquired Full Technician Certificate in Electronics at Karume Technical College  (Zanzibar) he started working at Ministry of State (Zanzibar) as a Radio Technician thereafter at Tanzania Post and Telecommunications Corporation and as a Executive Engineer responsible for Planning of Outside Plants Network at the Headquarter he then Joined Tanzania Telecommunications Company Ltd. as Principal Executive Engineer and Head of Outside Plant Planning.

    In 15th Sept. 95 – 30th June 98 Eng. Khatib was seconded for Consultancy Services on behalf of Company Intech AS of Norway as Senior Telecom Engineer to the Capital Construction Supervision on Telecommunication Restructuring Project for TTCL networks funded by the World Bank. Currently he works in Tanzania Communications Regulatory Authority as Deputy Director Spectrum Management. 


Eng. John A.F Ngowi - Member


  Eng. John A.F Ngowi is a Professional Civil Engineer Registered with ERB and a member of Institution of Engineers Tanzania (IET). He holds a Master Degree in Engineering Management and a Bachelor of Science in Civil Engineering (BSc Eng) from the University of Dar es Salaam.He has also attended various short term trainings in Project Management, Contract Administration, Claims Management and Project Financing both inside and outside Tanzania including UK, Malaysia, South Africa, Swaziland and China.

  Has over 15 years of experience in Project Management and Contract Administration particularly on Roads and Bridges. Before joining the Ministry of Works, Transport and Communication, he worked with TANROADS at different capacities from Maintenance Engineer in Iringa region, Project Engineer at Zone Office, Mbeya, Senior Projects Engineer and Project Coordinator at the HQ from 2000 to 2015. During the period Eng. Ngowi was involved in procurement, design review, supervision and contract administration of both government and multilateral funded roads projects. 

  Currently, Eng. Ngowi is the Assistant Director Regional Roads in the Ministry of Works, Transport and Communication.


Eng.Patrick Barozi - Registrar/Secretary


   Eng Patrick Barozi is Registered as Professional Engineer No. 2636 with ERB (T)  a Corporate Member of Institution of Engineers Tanzania (IET), holds Masters of Business Administration from ESAMI and BSc(Eng) from University of Dar es Salaam. He is also a Certified Director with Tanzania Institute of Directors (IoDT).


 Eng Barozi employed by the Board as Registration officer since 1998. He was promoted to the position of Principal Registration Officer to Assistant Registrar responsible for Registration and Technical Affairs. Currently he is the Acting Registrar and Secretary of the Board.


  Eng Barozi sits in various Boards including Dar es Salaam Institute of Technology, National Council for Technical Education, Tanzania Commission for Universities and St Joseph University in Tanzania.

Before joining ERB, Eng. Barozi worked as Safety Officer at Schlumbeger Sedco Forex in the Drilling Rig as well as the TAZARA Dar es Salaam Workshop as a Trainee.
