The Mission of the Board is "To regulate engineering practice in Tanzania and promote engineering excellence amongst local engineers and engineering consulting firms with a view to enhancing their competitiveness and professionalism in the engineering practice".

Board Members

Eng. Prof. Ninatubu Lema - Chairman

lema2Eng.Prof. Lema is a Civil Engineer and a Project Management Expert with local and international experience in the management of civil engineering projects. He holds BSc. Eng (1st Class) Honours degree from the University of Dar es Salaam, MSc and PhD in engineering from Loughborough University in United Kingdom. He has experience of more than 20 years in conducting studies in project appraisal, construction project planning, procurement, contract formulation and management, project performance evaluation and corporate strategic planning. He has organised and conducted more than 25 short courses for construction and related-industry practitioners both in and outside Tanzania more that half of which are on contract management.

A number of these courses have been tailor-made to address specific requirements. Prof. Lema is an author of more than 30 international and local technical publications, research and study reports. He has been lecturing at both undergraduate and postgraduate level on project management that in inclusive of project procurement. As a associate professor at the College of Engineering and Technology, at the University of Dar es Salaam, Prof. Lema has supervised to successful completion over 30 Masters Degree dissertations, two Masters Theses and four PhDs in Tanzania, South Africa and Sweden all of these in the area of project and procurement management. Prof. Lema is a visiting professor at the University of Botswana teaching Project Risk Management at postgraduate level. He is also a co-author of an ANSTI sponsored forthcoming book titled: “Fundamentals of Civil Engineering Construction Management”. Prof. Lema is a consultant to a number of public projects including the recently launched USA financed Millennium Challenge Corporation Projects. He is an adjudicator in a number of public construction projects.

Eng. Paul Basondole - Vice Chair Person


Eng. Basondole holds a Master of Science in Construction Management and Bachelor of Science in Civil Engineering both from the University of Dar es Salaam (USDM). He has also attended many short courses in project management, value-for-money and procurement audits, and FIDIC accredited courses in contract management and managing sustainable consulting engineering business. He is registered by the ERB as a consulting engineer, registered as a Professional Engineer by Engineering Institution of Zambia, Fellow - Institution of Engineers Tanzania (FIET) and he is its Vice President. He is also ERB Board Member.

    Eng. Basondole is academically qualified and professionally experienced in civil and building projects and management covering all project cycles of project appraisal, feasibility, design, tendering, construction, project completion and closure with 23 years of experience. Having graduated from the UDSM in 1993, he worked as Site Engineer on multi-million building projects between September 1993 and May 1998. He also worked as a Senior Construction Engineer and Team Leader in an assignment to assess completed repairs to flood damages on the Central Railway Line from August 1998 to January, 1999. From February, 1999 to date he carried out feasibility studies, detailed engineering designs, supervised as resident engineer, and conducted value-for-money and technical on civil and structural projects whose value is in the tune of T.Shs. 3 Trillion.

    He also has vast experience in carrying out procurement audits and has conducted procurement audits to sixty-four (64) public procuring entities in Tanzania which include six (6) ministries; twelve (12) government agencies; eight (8) Government Authorities; four (4) Funds; twenty (20) Local Government Authorities, three (3) Universities/Colleges; three (3) Regulatory Boards; and eight (8) Government Institutions.
Eng. Basondole is also a certified trainer of trainers and during his 23 years of experience he has mentored more than 50 graduate and junior engineers. Between 2000 and 2002, he conducted Review Courses, set and marked professional examinations, behalf of the Engineers' Registration Board (ERB) for practising engineers aspiring for professional registration.
During his 23years experience, Eng. Basondole has prepared more than 250 Expression of Interest Documents and developed about 200 proposals ranging from designs and supervision of civil and building projects, studies, technical and value-for-money audits and training.


 Eng. Othman Sharif Khatib - Member


     Eng. Othman Sharif Khatib is a Professional Telecommunications Engineer who acquired MSc in  Telecommunications Engineering in Germany (Hochschule fuer Vehrkehrswessen Dresden),he has also attended and acquired Full Technician Certificate in Electronics at Karume Technical College  (Zanzibar) he started working at Ministry of State (Zanzibar) as a Radio Technician thereafter at Tanzania Post and Telecommunications Corporation and as a Executive Engineer responsible for Planning of Outside Plants Network at the Headquarter he then Joined Tanzania Telecommunications Company Ltd. as Principal Executive Engineer and Head of Outside Plant Planning.

    In 15th Sept. 95 – 30th June 98 Eng. Khatib was seconded for Consultancy Services on behalf of Company Intech AS of Norway as Senior Telecom Engineer to the Capital Construction Supervision on Telecommunication Restructuring Project for TTCL networks funded by the World Bank. Currently he works in Tanzania Communications Regulatory Authority as Deputy Director Spectrum Management. 


QS.Samuel Nyantari Marwa - Member


An accomplished Quantity Surveyor and Advisor with a track record in project management, procurement, technical auditing, arbitration and international finance with over twenty eight (28) experience working with the government, international and multilateral institutions and the private sector.

He has a Master of Business Administration and a Master of Science in Finance from the universities of Birmingham and Strathclyde in the UK respectively, a Postgraduate Diploma in Computer Science from the University of Dar es salaam and an Advanced Diploma in Building Economics from Ardhi Institute. 

Marwa is a Fellow of Tanzania Institute of Quantity Surveyors (FTIQS), Member of Chartered Institute of Purchasing and Supplies (MCIPS) – UK, an Associate Member of Chartered Institute of Arbitrators (ACIArb) - UK, and a fully registered Quantity Surveyor with the Tanzania’s Architects and Quantity Surveyors Registration Board (AQRB).


Ms. Evelyne MakalaMember


Evelyn Makala, a specialist in Maritime and Corporate Law, holds LL.M degree in Business, Corporate and Maritime Law Erasmus University,Rotterdam,Netherlands (2011) and a Bachelor of Laws (LL.B) degree from the University of Dar es Salaam (2000).

Other course she has taken include a course on E-commerce at International Law Institute Kampala, Uganda (Aug 2004); UN International Law Programme –  UN Codification Division, The Hague Academy, Netherlands (Jun – Aug 2013; Course on International Negotiations at Law School of Tanzania (March – April 2013); Best practices for International Oil and Gas Agreements – UNDP and International Senior Lawyers Project (Oct 2012).

Ms Makala began her legal career in the Attorney General Chambers as State Attorney in Jan 2001, finally becoming Director of Contracts and Treaties from Oct 2015. She had served as Principal State Attorney (Dec 2011 to June, 2015) and before that Senior State Attorney (Oct 2009 – Nov 2011).

She has been Member- Deep Sea Fishing Authority Technical Advisory committee since Nov 2011 and also served as Board Member, Mwalimu Nyerere Memorial Academy Governing Board (Sep 2013 - June, 2016).


Eng. Peter UlangaMember


Peter Ulanga is the Chief Executive Officer of the Universal Communications Service Access Fund; he previously worked at the Tanzania Communication Regulatory Authority with responsibility on ICT development.

He holds a bachelor’s degree in Engineering from University of Dar es Salaam, a Master’s degree in Business Administration from University of Southern Queensland, Australia and Master’s degree in Science from University of Essex in UK. His professional interests are in rural communications and green ICTs. He also has keen interest on issues related to Internet governance, ICT for sustainable development and ICT economics particularly on interconnection. 

He is the current Chairman of the Association of Universal Service Access Funds of Africa and Associate Rapporteur of Question 14 of Study Group 5 in International Telecommunication Union’s Standardisation Sector and participates actively in Q15/5 of ITU-T.


Eng. Gladys Ndenego JeftaMember

 Eng. Gladys N Jefta holds a MSc. (International Construction Management and Engineering) from University of Leeds, UK (2010), and a BSc. (Environmental. Eng.) (2005) at University of DSM.  She is a registered Consulting Engineer (Environmental Engineering field) and registered as Environmental Expert with National Environmental Management Council (NEMC)


She has attended several courses in Design, procurement, housing financing Management and Project management in and outside Tanzania.  She is the current TBA Regional Manager to Geita Region since August 2016.

Eng. Jefta previously worked withNational Housing Corporation (NHC) as Environmental Engineer responsible for environmental design and management from July 2006 – 2016 where she held the position up to senior engineering position as Head of Environmental Engineering section.


She joined Tanzania Building Agency (TBA) from 2016 –2017 where she held a position of Head of Environmental Engineering section. In August 2017 she was appointment as Regional Manager to Geita Region a positon she serves to date. Eng Jefta is also a member of Institution of engineers in Tanzania (IET).Eng Jefta is currently a board member of Engineers Registration Board (ERB).


Eng. Menye David Manga (ADV)Member


Eng. Menye David Manga holds a MSc. (Design and Production.) from the University of Lagos, Nigeria (1988), and a BSc. (Mechanical Engineer) from the University of Dar es Salaam (1984). He also hold a Bachelor of Laws degree from the Open University of Tanzania (2014) and Post Graduate Diploma in Legal Practice from the Law School of Tanzania (2017). He is a registered Consulting engineer working as a consultant Director with Inter-Consult Limited a local Multidisciplinary Consultancy firm.

Eng Manga is an Advocate of the High Court of Tanzania and subordinate Courts save for Primary Courts and a member of the Tanganyika Law Society and East African Law Society.

Eng Manga is a past President of the Association of Consulting engineers Tanzania (ACET) (2012-2014) and current President of the Institution of Engineers Tanzania (IET) (2018-2020). He holds the position of Honorary Treasurer of the Tanzania Institute of Arbitrators (2016-2019).

Eng Manga started off his engineering practice as a design engineer at the Tanzania Engineering and Manufacturing Design Organization (TEMDO) in Arusha, Tanzania from 1984 to 1991 before moving to Ibadan, Nigeria to work at the African Regional Centre for Engineering Design and Manufacturing (ARCEDEM) as head of Design and Manufacturing Departments from 1991 to 1994. On returning to Tanzania he worked as Managing Director of TAMEK engineering designers ltd of Arusha prior to moving on to Inter-Consult Ltd in 1999 as a Technical Director in the Mechanical and Electrical Engineering Department rising to Director and Consultant Director of the company.

Eng Manga has been a project Director and engineer in over 100 projects building and Infrastructure projects some which includes land mark projects such as the Bank of Tanzania Twin Tower project, the Port Control Tower, NSSF Benjamin Willam Mkapa Towers, College of Tourism in Dar es Salaam and Arusha, NMB HQ offices and Accountacy Professional Center for NBAA.

Eng Manga has attended a number of training courses on FIDIC conditions of Contract and training in FIDIC Arbitration and Adjudication. He is in the FIDIC national list of Arbitrators and Adjudicators, Tanzania Institute of Arbitrators panel of Arbitrators and in NCC list of Arbitrators


Eng. Prof. Preksedis Marco NdombaMember


          Eng. Prof. Ndomba is a Civil Engineer and a Water Resources Management Expert with local and international experience and works with University of Dar es Salaam as an Associate Professor in the Department of Water Resources Engineering of College of Engineering and Technology. He has been seconded to the Dar es Salaam Institute of Technology (DIT) as the Principal (Chief Executive Officer). He has done extensive research in the areas of hydrology, water resources engineering and soil conservations. His research areas of interest are dry spell analysis, global change impacts adaptation, rainwater harvesting, hydrologic modeling, hydraulic modeling and sedimentation modeling.


He has had also worked in various north-south joint collaborative multidisciplinary research projects which include the Adaptation to Climate Change Impacts on the Nile River Basin Uparf project “ACCION”; Environmental Flows for People and Ecosystems in the Mara River Basin Uparf project “MaraFlows” and Decentralized Rainwater Management System for Improving Water Supply System in Tanzania. In these projects the University of Dar es Salaam, Tanzania  was collaborating with UNESCO-IHE, the Netherlands and Seoul National University, South Korea. The latter project was funded by National Research Foundation of Korea. Currently, Prof. Ndomba is one of the Principal Investigators (PIs) in a multidisciplinary research project entitled “Congo River user Hydraulics and Morphology – CRuHM” which is funded by the Royal Society – DFID Capacity Building Facility. The project is led by a consortium of partner institutions in the United Kingdom and sub-Saharan Africa, including University of Bristol and University of Leeds, UK; University of Kinshasa, DRC; University of Dar es Salaam, Tanzania; and Rhodes University, South Africa.


As a result of his active participation in research undertaking, Prof. Ndomba has authored 40 peer-reviewed international and local journals, 45 conference scientific papers and 24 technical reports. Prof. Ndomba has supervised successfully 33 Masters Degree dissertations and 3 PhDs in Tanzania and South Korea.


Eng.Patrick Barozi - Registrar/Secretary


   Eng Patrick Barozi is Registered as Professional Engineer No. 2636 with ERB (T)  a Corporate Member of Institution of Engineers Tanzania (IET), holds Masters of Business Administration from ESAMI and BSc(Eng) from University of Dar es Salaam. He is also a Certified Director with Tanzania Institute of Directors (IoDT).


 Eng Barozi employed by the Board as Registration officer since 1998. He was promoted to the position of Principal Registration Officer to Assistant Registrar responsible for Registration and Technical Affairs. Currently he is the Registrar and Secretary of the Board.


  Eng Barozi sits in various Boards including Dar es Salaam Institute of Technology, National Council for Technical Education, Tanzania Commission for Universities and St Joseph University in Tanzania.Before joining ERB, Eng. Barozi worked as Safety Officer at Schlumbeger Sedco Forex in the Drilling Rig as well as the TAZARA Dar es Salaam Workshop as a Trainee.
